TO ACHIEVE THE OBJECTIVES FOR 2012-2014

(Conclusions from the meeting of FSASH Leading Council)

The regular meeting of FSASH was held on the 7th and 8th September 2012. This meeting was held among some other activities organised in the framework of a trip to Kosovo, including also some visits in historical, cultural and touristic objects in Kosovo territories.

The first day of these activities started with the travel from Tirana to Kukes. Leaders of the FSASH sections from 30 districts enjoyed the beauties of the "Nation Road" and remained astonished from the grandiosity of Kalimashi Tunnel. After the morning coffee in “Bar Amerika”, the participants were known with the history of the city and district of Kukes, including developments in education sector, as well as traditions and customs of this region.

The town of Prizren, with its anciently, originality and monuments took most of the agenda for this day. Participants were known with history and grandiosity of the Museum of " Prizren League" where distinguished patriots as Ymer Prizreni, Abdyl Frasheri, Isa Boletini and representatives from other Albanian territories designed and paved the foundations of the independence of Albanian territories during a period when the existence of Albanian Nation was under the real threat.

In the afternoon the bus was driving all the participants towards Sharri mountains, where the birch trees prevail. After the accommodation in "Sharri" Hotel, the meeting of the Leading Council to analyze the work done for the first 9 months of 2012, stared in one of luxury halls of the Hotel.

The main topic of the meeting was the work done from the FSASH structures for the innovation and preparation of union leaders in all levels to face the challenges of trade union movement in education sector.
In his opening speech, the Chairman of FSASH, Mr. Xhafer Dobrushi, made a summary of the main commitment of the Federation during 9 months of this year. He pointed out two from the key moments of these activities: participation of FSASH in the process of improvement and fulfillment of the Law on Pre University Education System in Albania and the problems related to the definition of salaries according to the group and position of all categories of teachers in our country.

Mr. Dobrushi pointed out that FSASH, representing the interests of about 20 thousand teachers, based on its experienced experts, with professional competences, based also on the actual European standards made proposals and suggestions for the development and reformation of the education system in Albania, formulated norms and articles which deeply improved the initial Draft, especially regarding articles related to the status of teachers, their profession and mission, employment procedures, and the main standards for the quality education and equal opportunities for all.

Based on the insistence and arguments from the FSASH representatives, in the new Law, for the first time are defined the relations of the employer with social partners, is guaranteed the work place for all teachers and other employees, through the Collective Agreement.
In the framework of the harmonisation of salaries system, based on the insistence of FSASH, a working group, composed representatives from different sectors of Ministry of Education, Ministry of Finances and the department of Public Administration, was set up and solved the accumulated problems regarding the salary according to the group and position of teachers and other employees in education system, especially in basic and preschool education.

Members of the Council who took the floor like: Fatmir Bezati, Petref Celaj, Neim Hajderaj, Lavdosh Llanaj, Mirela Kuka, Fran Gjini, Selami Kaza, Shpetim Braha, Shkelqim Polloveshi, Enriketa Zeqo, etc, supported the conclusions from the Presidency of the Federation and spoke about their experience and problems in their respective sections.

The Council appreciated the work done and results achieved in renovation of trade union sections in Korca district, Tirana City, Kamza area, Has, Librazhd, as well as the Youth and Women Departments and defined the main new duties in order to fulfill all the objectives regarding the renovation of all structures from the central to the grassroots level, according to Council's programme.

During the second day of this activity there were spectacular visits in Gadime Spelaen and the Memorial of Legendary Commander for the liberation of Kosovo, Adem Jashari, and mortification of this big patriotic family for the national issue.

A worm and fraternal welcome was reserved by SBASHK, its Chairman, Ali Shabanaj and its staff, to the FSASH representatives during the visits in Pristina. During bilateral meetings was discussed about the joint Agreement signed by the beginning of this year in Pristina among all the three Albanian and Kosovo trade unions, FSASH, SPASH and SBASHK.
